What the heck is the MOD file? How do I use it?

You need to do several things first.

1. Install Java on your system
2. Install the Vassal Engine
3. Download the MOD file and open it in Vassal

I'm having trouble getting the extra maps working. What's wrong?

After working with several people who had problems, every case so far has come down to a file/folder naming issue or simple misunderstanding of the instructions. Here's some screenshots of how things should look:
