Empty buildfile saving modulewith 3.0

I try to convert the Downtown module from 2.9 to 3.0. Unfortunately when saving the module from the Vassal 3 editor an empty buildfile is created.

Here's the process:
    Open module in 2.9
    Remove custom Activator code
    Remove turn tracker
    Save from 2.9
    Open module in 3.0
    Save module in 3.0


I'll update the Downtown module later to the modules section.

Which version of the Downtown module are you trying to update?

There are a lot of things in this module. Could you give me a hint as to
where I should look for the custom Activator code?

When I open the module in the 2.9.9 editor, the image for every single
piece shows as "nil". This is likely part of the problem. Is it this
way for you?

I think I'm going to need a copy of the module from before you removed
any of the custom code.
