Newly added Deck doesn't have Draw to Hand option

I added a deck to an extension, I copied the settings from another deck just like it, making the appropriate adjustments, but the new deck does not give the Draw to Hand option. I feel like I have looked at every setting and I just don’t know what I could be missing on this.

If you are loading a predefined setup / saved game, changes will not be
picked up

Sorry, I’m not following you. I am not loading anything saved, I am starting a new game each time I test anything. I’ve added another deck in the same manner and it works fine.
