You’re likely having an encoding problem, or the display font lacks
that glpyh. Are these supposed to be curly quotes instead of straight
quotes?

Problem solved, I opened the html file in a text editor where the odd characters showed up as a square with 0092, 0094, 0096, 0097 in them. I used replace all to put the proper characters in.

solved. was not a vassal issue. it was a character encoding issue and copy paste. opening the html file in a simple text editor showed the oddball characters as a square graphic with numbers. I simply retyped the incorrect characters.

This most often happens if you cut and paste from Word into a text document. Word likes to replace standard double quote characters with fancy opening and closing quote characters.
