How do I mark the Naval Movement modifiers in HRC?

It won’t let me place a Carthaginian PC in the space.

Hi.

You can’t mark Naval Movement modifiers manually . It is triggered
automatically when there is a reason to.

ex. When you discard card #29 (Carthaginian Naval Victory), a box will pop up asking you if you want to activate the effect until end of turn. If you choose yes, then a marker will appear in the corresponding place on the map. When, later, you press the End Turn button, the marker will disappear.

I have implemented it this way because we always forgot to add or remove the markers.
