Changing Stack order??

Dumb Question,
How do I change the stacking order in a stack. Specifically in the current Here I Stand module? I cannot seem to get Luther to sit on top of the troops

If neither double-clicking expanding the stack, moving the piece away, then back atop it, or selecting the piece with stack expanded and hitting the UP ARROW key, don’t do it, then it may be by design.
