I an setting up the Strategic Campaign.
The British setup has deployment of 3 steps of 2E-L0, 1 step of 2E-L0 and 2 steps of 2E-L0.
In the couner mix there is a full step (6 steps) 2E-L0 counter.
But I cannot not split to deploy to different hexes.
How can I split the single full step unit into different steps to different hexes?
I’m pretty sure you have to add two new air units to the map or force card (from the counter mix) and then add the number of step losses to them to get the correct strength. This is how you would do it if you were playing the paper game table top. There is no provision to automatically split something into multiple somethings.

I’m setting up Strategic War for the first time via Vassal, and some counters seem to be missing:
Initial Japanese Setup:
2 Div, 7 Div, 52 Div, 53 Div, 54 Div, 56 Div
Also a few others that will come as reinforcements:
93, 100, 102, 103, 105, 108, 109, 11, 112, 115, 117, 144, 120, 113 Divisions
Lastly, is it possible to “duplicate” counters? We are going to try and play an alternate historical version where the IJN doesn’t build the Yamatos and instead builds more Fleet Carriers.
