Where to get rules to games

Sorry, I'm new to Vassal. You mentioned usingVOIP as a means to help someone who did not have the rules to a specific game. I'm interested in VOIP but would like to know what it is, how it works, and how to get it.

Yeah, but I think for the most games it's necessary to own the rulebooks, unless
you know the rules very well. Describing the rules to someone online means a lot
of stress. Perhaps it's easier, if you use VOIP.
