If we did make the description mandatory, people would either (1) not
report bugs, or (2) type useless stuff like "I have no idea what caused
this bug". I figure that having the stack traces is better than not,
as frequently we can figure out the cause by looking at them.

Adding some more explanatory text to the bug dialog *might* help. I'll
see about doing that.
