The problem is that your Preferences file isn't readable. VASSAL tries
to show your an error message, but in order to know which language the
message should be in, it needs to be able to read your Preferences file.

Try renaming your Preferences file (to get it out of the way) and start
VASSAL after that. Does it start when you do that?
