There's really no way to do what you seek. When pieces belong to the
same Game Piece Layer (this is a map-level feature, not to be confused
with the piece-level Layer trait)--or no Game Piece Layer at all, for
that matter--it's not possible to regulate or predict which of two
overlapping pieces will draw above the other when saving a game and then
re-loading it. You can use Game Piece Layers (e.g., make units always
draw above PC markers) and add a control that can bump entire layers up
and down in the drawing order, but that affects *everything* in that
layer, so it wouldn't work where you want to change the order in a
single isolated location. 

My recommendation is to use some sort of indicator--a text label or some
graphic in a Layer trait that can be toggled on or off to indicate that
a unit is within a fortress. Obviously this doesn't map precisely to
what you'd do in real life, but it's a decent workaround.
