I've made some progress on fixing the wiki. It renders properly once
again---apparently the .deps.php files which used to be part of skins
went from being unnecessary to harmful between MediaWiki 1.21 and 1.23.

There's still a problem with the wiki recognizing that users are logged
in. I'll work on that next.
